Northwest Seaport Alliance
Washington Sea Grant Hershman Fellowship
2022 - Present
Resiliency planner assessing policies in response to climate change and hazard vulnerabilities within the Northwest Seaport Alliance (NWSA) and the Puget Sound Gateway. My primary project is to develop a "Vulnerability Assessment and Response Framework" as the foundation of the NWSA's Resilience Program. The project comprises two components - a 'risk assessment' and a 'response framework' to address the risk assessment.
The first component of the project entails conducting a vulnerability and risk assessment relative to exposure and susceptibility to geophysical, meteorological, and climate-related hazards evident within the NWSA and the Gateway across characteristics of infrastructure, operational capacity, commerce and economy, environment, safety, and community. The second component of the project entails developing a response framework comprising mitigation and adaptation strategies to inform future policy development, implementation, and criteria for evaluating and monitoring policies implemented a priori against resiliency objectives.
Additionally, I am developing smaller projects to supplement the risk assessment and response framework and support the port's long-term resiliency objectives. This entails implementing seasonal hazard reporting metrics to track and document extreme climate and weather-related events, identifying data gaps relative to climate change and hazard vulnerabilities within terminals and the Gateway, identifying and developing a stakeholder engagement plan to enhance knowledge sharing on the current and best scientific information and practices to enhance resiliency, and developing platforms to foster community engagement and awareness on climate resiliency and sustainable development through virtual and interactive platforms. Secondary tasks in this role include developing a strategic plan to integrate sustainable development operations within seaports and associated communities and ecological systems, using interconnected facets of smart technology, risk optimization, and retrofitting green and resilient strategies.
Other tasks include grant writing, project management and evaluation relative to port infrastructure development and climate adaptation, representing the NWSA and presenting on behalf of the NWSA at the Puget Sound Climate Preparedness meetings, and assessing coastal zone management and restoration strategies relative to hazard exposure, vulnerabilities, and climate change that inform ecological, economic, and socio-cultural resiliency.
